The action plan starts from the same evidence as the Preservation Brief. Unknowns stay unknown; they become tasks rather than guesses.

Public building facts already assembled

  • HPD's May 1, 2026 federal environmental notice describes rehabilitation of a 70-unit building through 63 Tiffany Place Housing Development Fund Corporation.
  • That notice describes 25 proposed HPD Project-Based Voucher units.
  • The notice describes project-level affordability targeting households at 50% AMI or below, but the final controlling regulatory agreement and restricted-unit schedule have not been verified in Affordable Forever's canonical record.
  • The property has an older LIHTC affordability history that should remain visible alongside the newer preservation transaction.

Still unresolved

  • Whether the preservation acquisition/closing is complete.
  • The executed/recorded preservation regulatory agreement and its affordability term.
  • The final tax-exemption structure.
  • Final PBV HAP terms and assisted-unit list.
  • The legal status of any particular apartment or tenant.

The point is not to hand someone 59 links. The router uses the building context and the type of help needed to choose a short sequence from source-grounded public facts, while the full directory remains available if the first option does not work.

Get the governing preservation documents

Why this matters: The most important unresolved building-level question is what final agreement actually controls the new affordability period and preservation transaction.

What to do: Start with public recorded property records. If the controlling HPD document is not available there, use a focused HPD records request. Use HCR's records route only for records controlled by HCR/DHCR.

Get your apartment rent history if you want apartment-specific advice

Why this matters: Building-level LIHTC, PBV and preservation records cannot determine the rent-regulation history of one apartment.

What to do: Use an existing rent-history request pathway rather than giving Affordable Forever your rent, income or lease history. Keep the rent history with your own leases and notices for the human helping you.

Talk to a matching human resource

Why this matters: The building-level preservation facts are public, but apartment-specific rights and organizing or legal strategy may require tenant records and a conversation with a qualified human resource.

What this prototype refuses to do

  • Do not say that all 70 units have the same legal protection.
  • Do not say that any particular tenant receives one of the 25 proposed PBVs.
  • Do not assert Article XI or 420-c until a primary source verifies the final tax structure.
  • Do not equate the PBV HAP term, LIHTC term, tax-exemption term and regulatory-agreement term.
  • If a local organizing resource's published catchment does not explicitly name this neighborhood, show that uncertainty rather than inventing coverage.
  • Do not hard-code a private practitioner preference into the public routing result; order public options only from source-grounded factual fit.
