COPA would create a protected opportunity for qualified mission-driven purchasers when certain covered residential properties are sold. Community land trusts can be part of that preservation ecosystem when they meet the bill's qualification requirements.

TOPA would put collective tenant purchase rights at the center of a building sale and can connect those rights to qualified purchasers, supportive partners, community land trusts and other permanently affordable ownership structures.
We have not yet verified a current coalition action URL that we are comfortable presenting as the canonical TOPA handoff. Until then, we will not invent one.
LIHTC remains central to Affordable Forever. The advocacy gap is different here: there is no single live New York campaign equivalent to the COPA coalition, so the project is building the evidence, reform agenda and eventual decision-maker action layer itself.
Purchase rights create an opportunity to acquire. CLTs, limited-equity cooperatives, nonprofit ownership and social housing can help turn a one-time preservation win into durable community stewardship.
Because a housing website becomes much more useful when people can raise their hands. With permission, Affordable Forever can begin connecting tenants and organizers by building, neighborhood and issue — while keeping that relationship separate from coalition petitions and never treating a signup as legal eligibility or public endorsement.
